Are you able to give me the CAR reports for the last ten years' worth of inspections?

I am writing in response to your request for information, received 16 February 2026, regarding Request for documents: UP3896CV.

We respond to requests for information under the Freedom of Information Act 2000 and Environmental Information Regulations 2004.

Please find attached 8 redacted CAR forms for the last 10 years as requested.

EIR Regulation 13(1)

The Environment Agency is not able to disclose information which would identify individuals who have been contacted in relation to the issue as this is personal data under the Data Protection Act 2018 (DPA 2018) and to disclose it would breach the First Data Protection Principle of the DPA 2018. 

The information requested is therefore exempt due to Regulation 13(1) of the Environmental Information Regulations 2004, which explains that:

“To the extent that the information requested includes personal data of which the applicant is not the data subject, a public authority must not disclose the personal data if—

(a) the first condition is satisfied…”

The ‘first condition’ referred to above is further explained in Regulation 13(2A):

“The first condition is that the disclosure of the information to a member of the public otherwise than under these Regulations—

(a) would contravene any of the data protection principles…”

The First Data Protection Principle requires that we are fair to individuals when we collect and use their personal data.  In this case it would be unfair to disclose information relating to an identifiable individual as such individuals have a reasonable expectation that any information held about them by the Environment Agency would remain confidential.

The Public Interest Test

We are not obliged to carry out a Public Interest Test where the exception for personal data is applied. 

Please refer to the Open Government Licence which explains the permitted use of this information.

Information Warnings:

(i) Personal Data in the Information is exempt from the Open Government Licence.

(ii) It is the responsibility of the licensee to ensure that data they hold is accurate and up to date.

Rights of appeal

If you are not satisfied with our decision, you can contact us within two calendar months to ask for the decision to be reviewed. We will then conduct an internal review of our response to your request and give you our decision in writing within 40 working days.

If you are not satisfied with the outcome of the internal review, you can then make an appeal to the Information Commissioner Office, the statutory regulator for the Environmental Information Regulations 2004 and the Freedom of Information Act 2000.
