Specifically, could you please provide electronic copies of the following documents related to this installation:
1. The original PPC and IPPC permit/s, including subsequent variations.
2. The Permit Surrender Application, including all supporting technical assessments, correspondence, and the final Surrender Decision Notice issued by the Environment Agency.
3. The Site Condition Report (SCR), understood to be prepared by ARCADIS, Ref. 960100303, dated July 2010.
4. The Environmental Assessment, understood to be prepared by ARCADIS, Ref. unknown, February 2010.
Response
Thank you for your request for information regarding permit and associated surrender documents for former Invista Textiles UK Ltd at Wilton International, which we received on 26 June 2026.
We respond to requests for information that we hold under the Environmental Information Regulations 2004 (EIR). The Regulations requires that we respond to requests by advising you whether information is held or not, and if so by providing you with that information.
Information provided
1. The original PPC and IPPC permit/s, including subsequent variations.
Please find attached the permits for Textiles UK Ltd.
2. The Permit Surrender Application, including all supporting technical assessments, correspondence, and the final Surrender Decision Notice issued by the Environment Agency.
Please find attached records of two surrender applications and associated documents submitted (September 2010 and April 2011).
3. The Site Condition Report (SCR), understood to be prepared by ARCADIS, Ref. 960100303, dated July 2010.
We have an Arcadis Surrender Report dated September 2010 which we have provided. We also have an Arcadis Surrender Report dated April 2011 which we have provided.
4. The Environmental Assessment, understood to be prepared by ARCADIS, Ref. unknown, February 2010.
This report was and is included within an appendix of both Site Condition Reports dated September 2010 and dated April 2011.

Rights of appeal

Appendix
The Environment Agency is not able to disclose third party names, contact details or signatures as this is personal data under the Data Protection Act 2018 (DPA 2018) and to disclose it would breach the First Data Protection Principle of the DPA 2018.
The information requested is therefore exempt due to Regulation 13(1) of the Environmental Information Regulations 2004, which explains that:
“To the extent that the information requested includes personal data of which the applicant is not the data subject, a public authority must not disclose the personal data if—
(a) the first condition is satisfied…”
The ‘first condition’ referred to above is further explained in Regulation 13(2A):
“The first condition is that the disclosure of the information to a member of the public otherwise than under these Regulations—
(a) would contravene any of the data protection principles…”
The First Data Protection Principle requires that we are fair to individuals when we collect and use their personal data. In this case it would be unfair to disclose information relating to an identifiable individual as such individuals have a reasonable expectation that any information held about them by the Environment Agency would remain confidential.
The Public Interest Test
There is no requirement to conduct a public interest test when withholding personal data.
